DECISION: To refuse

The proposal to amend the condition to use 3 of the units for holiday accommodation C6 use class is unacceptable on the basis that the combined number of second homes and holiday accommodation in the Barmouth Town Council area is 18.40%, which is over the threshold of 15% and is considered to be an over-provision in the Supplementary Planning Guidance:

Tourist Facilities and Accommodation.  As a result, the Local Planning Authority has not been convinced that the development will not lead to excessive accommodation of this type in the area as noted in criterion v of Policy TWR 2 of the Anglesey and Gwynedd Joint Local Development Plan. 

DECISION: To delegate powers to approve the application subject to receiving a red book valuation of the houses to be able to determine a discount on the affordable homes, a 106 affordable housing agreement and conditions relating to the following:

1.         Commencement within five years

2.         Development to comply with the approved plans

3.         Use Welsh roofing slates or similar slates

4.         Agree on external materials

5.         Removal of Permitted Development Rights from the affordable units to ensure their affordability

6.         Welsh Water Condition

1.         That the Board approve the Full Business Case for the Enterprise Engineering and Optic Centre project reflecting the approved change requests at OBC stage and authorise the Portfolio Director, in consultation with the Chair, Section 151 Officer and the Monitoring Officer to agree and enter into a funding agreement with Wrexham University for the delivery of the project, on the basis of Wrexham University addressing the outstanding issues set out in section 7 of the report.

2.         That the Board note that the later phases of the project will be subject to Wrexham University producing a Business Justification Case for each expenditure phase.

3.         That the Board delegate to the Portfolio Director, in consultation with the Chair, Section 151 Officer and Monitoring Officer authority to approve the subsequent Business Justification Cases for the later phases of the project where expenditure and benefits are within the parameters of the Full Business Case presented.

1.    That Councillors Dawn Jones and Gwynfor Owen (who have a connection with the autism field) submit applications for dispensations to allow them to represent the Education and Economy Scrutiny Committee on the Autism Plan Task and Finish Group.

2.    To ask the Standards Committee to convene a special meeting to consider applications for dispensations from Councillors Dawn Jones and Gwynfor Owen.

3.    To elect Councillors Cai Larsen and Beth Lawton as reserve members to represent the Committee on the Task and Finish Group.
