A timetable was agreed to undertake a Panel Performance Assessment during the week of 9 March 2026.

After setting the Budget at the Full Council meeting on 6 March 2025, it was agreed that the Cabinet approved the one-off bids of £2,057,260 for 2025/26 to be funded from the:

·        £1,557,260 of additional funding in the final settlement announced by the Welsh Government on 20 February 2025.

·        £500,000 from the Council Tax Premium for the purpose of temporary accommodation for the Homeless.

Following the Welsh Government's recent announcement that there will be additional funding for the field of care, subject to the details and conditions of this grant, it was agreed to use the source to fund the bids in the  care field.

Recognition was given of the development of the draft Regional Transport Plan (RTP) and the processes associated with this.

The response (Appendix 5) to the consultation was approved.

It was agreed to use powers under the General Disposal Consent (Wales) 2003 to lease the Abersoch School site directly to Menter Rabar for less than market rent, to realise social, economic and environmental benefits.

To adopt the new Contract Procedure Rules (Section 17) shown in Appendix 1 of the report submitted to the Council.

To adopt the Council Workforce's Pay Policy for 2025/26.

1.    Establish the North Wales Corporate Joint Committee Joint Overview and Scrutiny Committee with the Terms of Reference in Appendix 1 to the report presented to the Council.

2.    Agree that the powers of local Scrutiny Committees provided for under The Corporate Joint Committees (General) (No. 2) (Wales) Regulations 2022 shall be retained. 

3.    Agree the political balance of Cyngor Gwynedd’s nominees to the joint overview and scrutiny committee (JOSC) will reflect the membership of Cyngor Gwynedd rather than the membership of all North Wales councils in aggregate.

4.    Agree that the secretariat for the JOSC will be provided by the CJC in accordance with the Terms of Reference.

The Council calls on the Westminster Government to devolve powers for broadcasting and media to the Senedd, and for the Welsh Government to proceed with the work of preparing and discussing with Westminster how best to realise this.

Cyngor Gwynedd calls on the Labour Government in Westminster to transfer the Justice Jurisdiction to the Senedd in Cardiff, and calls on the Welsh Government and all Welsh Councils for their support.

To adopt the Committees Calendar for 2025/26 in Appendix 1 of the report submitted to the Council.

That the Council approves the Draft Proposals under sections 25 and 31 of the Local Government (Democracy)(Wales) Act 2013 for the purposes of consultation.

1.  To approve the recommendations of the Cabinet:-

(a)  To establish a budget of £356,815,330 for 2025/26 to be funded by a £248,389,720 Government Grant and £104,425,610 of Council Tax income (which is an increase of 8.66%).

(b)  To establish a capital programme of £53,736,190 for 2025/26 to be funded from the sources noted in Appendix 4 of the report presented to the Council.

2.  It be noted that the Cabinet Member for Finance, in a decision notice dated 30 December 2024, approved the calculation of the following amounts for 2025/26 in accordance with Regulations made under Section 33 (5) of the Local Government Finance Act 1992 ("The Act"):-

(a)    56,842.05 being the amount calculated in accordance with the Local Authorities (Calculation of Council Tax Base) (Wales) Regulations 1995 as amended, as its Council Tax Base for the year.

(b)   Parts of the Council’s area - Community Tax Base -

being the amounts calculated as the amounts of its Council Tax Base for the year for dwellings in those parts of its area to which one or more special items relate.

3. That the following amounts be now calculated by the Council for the year 2025/26 in accordance with Sections 32 to 36 of the Act:-

(h)  Parts of the Council’s area - Community

being the amounts given by adding to the amount at 3(g) above the amounts of the special item or items relating to dwellings in those parts of the Council’s area mentioned above divided in each case by the amount of 2(b) above, calculated by the Council, in accordance with Section 34(3) of the Act, as the basic amounts of its Council Tax for the year for dwellings in those parts of its area to which one or more special items relate.

(i)    In respect of parts of the Council’s area, the figures noted in Appendix 1 to Appendix 11 to Item 9 on the Council agenda, being the amounts given by multiplying the sums specified in 3(h) above by the number which, in the proportion set out in Section 5 (1) of the Act, is applicable to dwellings listed in a particular valuation band divided by the number which in that proportion is applicable to dwellings listed in valuation band D, calculated by the Council, in accordance with Section 36(1) of the Act, as the amounts to be taken into account for the year in respect of categories of dwellings listed in different valuation bands. ⁠ ⁠

4.  That it be noted that for the year 2025/26 the Police and Crime Commissioner for North Wales have stated the following amounts in a precept issued to the Council, in accordance with Section 40 of the Local Government Finance Act, 1992, for each of the categories of dwellings shown below.

5.  That, having calculated the aggregate in each case of the amounts at 3(i) and 4 above, the Council, in accordance with Section 30(2) of the Local Government Finance Act, 1992, hereby sets the amounts noted in Appendix 2 to Appendix 11 to Item 9 on the Council agenda as the amounts of Council Tax for the year 2025/26 for each of the categories of dwellings shown therein.   ⁠ ⁠

To accept the report and to approve the Capital Strategy for 2025/26.

To approve the addition of the below project to the areas to be prioritised at a strategic level as part of the Cyngor Gwynedd Plan 2023-28.

Ensuring that full and timely support is available to support people to live at home

To ensure that people can live their best lives, we must make prompt and easily accessible support available for individuals and their families.

We will implement plans to:

•   Ensure that we acknowledge the value of family and unpaid carers by making sure that we can easily identify them and offer them full support with caring.

•   Reduce our waiting lists for new domiciliary care packages, ensuring no one in Gwynedd waits longer than 28 days following a care assessment.

DECISION: TO REFUSE

1.     The application was considered to be contrary to policy TAI 7 and the Supplementary Planning Guidance 'Replacement Dwellings and Conversions in the Countryside' as the building is not traditional.  As there are no other policies within the LDP which permit new residential dwellings in open countryside, it is considered that the proposal is also contrary to policy PCYFF 1.

2.     No evidence had been received of affordable local need, or information indicating that there is an appropriate mix of housing for the number and type of units proposed. As a result, it is considered that the proposal is contrary to policy TAI 7 and TAI 8.

3.     No sufficient evidence was received to show that the commercial use of the building is not viable or evidence to justify the loss of serviced holiday accommodation, which is contrary to PS 14, and criterion 1 of policy TAI 7.

4.     That the units, due to their limited size, are contrary to paragraph 4.2.30 of edition 12 of Planning Policy Wales as the units do not meet the Welsh Government's development quality standards. It is also contrary to policy TAI 8 as the proposal does not reflect a high-quality design standard that creates sustainable and inclusive communities and the units will not help create healthy and vibrant environments, and do not take into account the health and well-being of future occupiers in line with policy PCYFF 3.
