INTRODUCTION TO THE FORUM

The Senior Manager -
Corporate Support provided an explanation of the Forum's terms of reference and
drew attention to the fact that the purpose of the Forum was to discuss those
issues which fell between ward work on the one hand and whole-county issues
that should be dealt with through the scrutiny arrangements, on the other.
Members were reminded that the Forum did not have powers to act in terms of
making decisions but that it was possible to try to make decisions to influence
a Cabinet Member or Department and refer any issues to be scrutinised formally.
It was noted that the Forums were used for training or to share information.
