Decision: To accept and note the information in the report. Minutes: The item was submitted by Cllr. W. Gareth Roberts RESOLVED To accept and note the information in the report. DISCUSSION The report was presented and it
was stated that the work was commendable and paid tribute to the staff who had
been working hard leading the department in a healthy and constructive
direction. It was noted that work had been done to work in an integrated way
and this could be a challenge as it would be a different way of working.
However, it gave excellent direction to the department. The main issue was the
recruitment of care staff, particularly when looking at the capacity and sustainability
of the health and care system within the older people sector. He noted that he
would welcome it if the Scrutiny Committee could look into this in greater
detail, specifically into recruitment of staff to Nursing Care - which had been
identified as a National problem. When looking at performance
measures it was explained that there were no issues, however it was noted that
the rate of delayed transfers of care in Gwynedd was 0.71, which compared well
with the rest of Wales. However, it was emphasised that there was room for
improvement as Conwy’s rate was 0.07 – there were lessons to be learnt from the
areas that perform better. Observations arising from the
discussion -
When looking at the Early Dementia Unit, Llys
Cadfan project, with plans in place for a further three units, it was asked if
one of the units would be developed in the south of the county. It was
emphasised that they hoped for an ICF (Integrated Core Fund) investment for one
of the projects and they would be located where provision was needed. -
The partnership working between the Health Board
and the Gwynedd and Anglesey Post 16 Education Consortium was welcomed. It was
stated that staff shortages were a National problem, and the staff pool was
reducing. It was highlighted that it was essential to solve this problem and

2015/16 - 17/18 savings schemes. Minutes: The item was submitted by Cllr Peredur Jenkins. RESOLVED To note the encouraging progress towards achieving the 2015/16 –
2017/18 saving schemes. DISCUSSION The report submitted
noted the progress made in realising the savings in the 2015/16 – 2017/18
Savings Strategy. It was noted that over the last two years the strategy had
planned for savings of £9,201,411 during 2016/17 with a further £7,231,751 in

LAND IN LLANRUG Cyflwynwyd gan: Cyng. / Cllr Dafydd Meurig Additional documents: Minutes: The item was submitted by Cllr
Dafydd Meurig RESOLVED Resolved that a further report was required from the
Education Department to be submitted to the Cabinet meeting on 3 October before
a final decision on the purchase could be made. DISCUSSION On March 28 2017, the Cabinet decided to delegate powers to the Head of Regulatory Department,
in consultation with the Head of Education Department, to purchase a plot of
land in Llanrug and following the purchase, to take appropriate control of the
site, in accordance with the report. Following this meeting matters had arisen that needed
to be considered further before making the final decision on the purchase. The Cabinet Member noted that he had discussed the
matter with the Local Member. |
