REVIEW OF THE GAMBLING POLICY STATEMENT PDF 28 KB To consider the report of the Head of Environment Additional documents: Minutes: Submitted
– a draft report by the Head of Environment, requesting the Committee to consider and approve the
contents of the policy, in accordance with
the Gambling Act 2005, to be adopted by the Full Council. Members were reminded that concerns were expressed at the Committee meeting on 6.3.17 when discussing
the draft policy, about the frequency of gambling
advertisements that appear on television channels and on the internet. It was highlighted that the
Licensing Department had conveyed these concerns
to the Gambling Commission and had by now received a response to those
concerns. The letter was read out at the
meeting. It was noted that the Department for Digital, Culture, Media &
Support (DCMS) had completed a review with evidence and this would be
published at the end of October 2017. It was assumed that the evidence would respond
in some way to the concerns highlighted by the Committee. In response to the letter, a
comment was made that several authorities were responsible
for keeping control and the Council had to keep an eye on this issue and consider the review findings
following its publication. The
information submitted in the letter was received. It was noted that Section 349 of the Gambling Act requires Licensing Authorities, every three years, to
prepare and publish a declaration of the Licensing
Principles they wish to implement whilst carrying out their functions in accordance
with the Act. It was noted that a public consultation had been undertaken for a period of 12 weeks and no
responses had been received. It
was explained that the next step was for the draft policy to be assessed by the Equality Officer. Following this the
Cabinet Member would submit the Statement
to the Full Council for adoption. RESOLVED to approve the draft Gambling Policy Statement in accordance with the 2005 Gambling Act
and approve it for adoption by the Full Council, following an assessment by the
Equality Officer. |
