    Minutes:

    Having received legal direction, the Chair stated that due to the inconsistencies between the contents of the report and the late document distributed (minutes of the Joint Planning Policy Committee 26.4.18) that it was not possible to discuss every clause of the report.  Following this legal advice, the Chair resolved that it would be better to defer this item.   He added that he would request for the chair of the scrutiny investigation, together with the members, to look at the inconsistencies and offer observations.
