Recommend to the full Council on 5 December 2024 that the following is the preferred option with regards to the level of Premium on the Council Tax of Second Homes and Long-Term Empty Dwellings for the 2025/26 financial year:

·       That Cyngor Gwynedd allows NO discount on class A second homes, under Section 12 of the Local Government Finance Act 1992 (i.e. no change).

·       That Cyngor Gwynedd allows NO discount and RAISES A PREMIUM OF 150% on class B second homes, under Section 12B of the Local Government Finance Act 1992 (i.e. no change).

·       That Cyngor Gwynedd allows NO discount on homes that have been empty for 6 months or more and CHARGES A PREMIUM of 100% on homes that have been empty for 12 months or more, in accordance with Section 12A of the Local Government Finance Act 1992 (i.e. no change).

To accept the update on work to establish the North Wales CJC including the transfer of the Growth Deal and progressing on tasks required to carry out the statutory duties of the CJC.

To agree to receive a report from the Portfolio Director at the next meeting of the Corporate Joint Committee providing a further update on the progress of the transition with reference to the Strategic Development Plan.

To authorise the Portfolio Director to agree a revised programme and transfer date with the Local Authorities and Higher and Further Education partners within the target date of 1 April 2025.

To approve an extension of the interim arrangement for the Portfolio Director of the Economic Ambition Board to assume the role of Chief Executive of the Corporate Joint Committee on an interim basis for two days a week up to 31 March 2025 or the transfer date, depending on which comes first.

To review and approve the Tax Sites identified (Deeside Gateway, Warren Hall and Wrexham Industrial Estate) and Retained Rate Areas (Deeside Gateway and Wrexham Industrial Estate).

To review and approve the proposed Common Model of Governance.

To review and approve the Investment Zone Themes (Innovation, Skills and Transport) and high-level interventions, which will be refined as part of Gateway 4 (Interventions) and consider the inclusion of 'Business Support' as the fourth theme, which addresses the intention to invest directly in advanced manufacturing businesses with advice and grant funding.

1.     To accept the report noting the information and thank the Housing and Property Department for the comprehensive information submitted.

2.     To request additional information from the Housing and Property Department regarding:

-        The numbers on the waiting list for bungalows in Gwynedd and in the Meirionnydd area.

-        The Homelessness figures and how many of these do not originate from Gwynedd.

-        A link to the page on the Members' Intranet which provides ward-level data on the Housing Register.

-        Data on housing exchange numbers (mutual exchanges).

-        Data about the Tai Teg register and the figures.

-        The under-occupancy figures.

-        The exceptions to the Allocations Policy over the past 5 years stating the reasons.

3.     To express concern regarding:

-        The lack of input from the Council when Housing exchanges take place.

-        The potential future implications of the White Paper for Gwynedd's Allocations Policy.

-        The lack of a reduction in the numbers on the Common Housing Register over the last ten years.

-        The homeless numbers in the County.

-        Communicate with the Housing Associations and suggest that the Housing Department should provide a standard form for Members to complete on behalf of tenants when maintenance is required, including the provision of points of contact for the various Housing Association Departments.

4.     To accept the information received from the Housing Associations and their responses to members' questions that will be summarised in the Committee's minutes.
