Resolved to accept the Annual Monitoring Report 2 (AMB2) and agreed to formally present it to the Welsh Government by the end of October 2021.

 

Minutes:

A presentation was given by Rebeca Jones. It was noted that a meeting of the Panel which was held in September 2019 had previously had the opportunity to comment on AMR 2 and that the purpose of the report before them was to allow the Authorities to formally submit AMB2 to the Government before the end of October. It was noted that the Covid pandemic restrictions had meant that there was no need for Authorities to formally submit their Annual Monitoring to the Government last year (2020), however it was necessary to do so before the end of October this year (2021). Despite the fact that the Authorities were not expected to formally submit the AMR to the Government, the document has been placed in draft form on the Authorities' website. The purpose of the Annual Monitoring Report was outlined and the main contextual changes/significant issues that have emerged during the AMB2 period were highlighted. An overview of the AMR's key conclusions was given noting that there was no concern in relation to the performance of the Plan and its implementation following from the conclusions of AMB2.

Resolved to receive the Annual Monitoring Report 3 (AMB3) and agree to submit it to the Welsh Government by the end of October 2021.

 

Minutes:

Rebeca Jones gave a presentation providing an overview of the background and purpose of the Annual Monitoring Report, highlighting the main contextual changes/significant issues that arise and need to be considered. These included the publication of Future Wales: the National Plan, the publication of Edition 11 of Planning Policy Wales, the withdrawal of the Wylfa Newydd Development Consent Order Application, an increase in demand for holiday accommodation in the Plan area and the effects of Brexit and the Covid pandemic. In relation to the indicators included in the monitoring framework, it was noted that 32 of them were performing in line or better than expected, 23 had failed to meet the target set within the indicator and that there were 5 indicators where the expected outcome had not been achieved. It was noted however that the indicators causing concern relate to issues that are out of the Plans control (e.g. issues associated with Wylfa Newydd). A brief overview of the key conclusions of the AMR was presented. It was outlined that the Plan remains a planning policy framework that enables decisions to be made on planning applications that meet the needs of the area. Further, following the Panel meeting, it was noted that the action for the indicators had been revised to refer to the need to consider the indicator in question as part of the prospective review of the Plan.
