To approve and adopt the Compact: Cyngor Gwynedd and Third Sector Collaboration Agreement as a strategic framework for the relationship between the Council and Third Sector organisations in Gwynedd.

To approve Cyngor Gwynedd's Action Plan for the Prevention of Suicide and Self-harm, which outlines the activities that will be carried out across Council departments as part of a corporate approach to support the objections of the Welsh Government's Suicide Prevention and Self-harm (Appendix 1).

• To note the content of the North Wales Regional Anchor Charter, approved by the Regional Partnership Board on 8 May 2026.

• To note the cross-referencing work completed between the commitments of the Charter and the priorities of the 2023-28 Cyngor Gwynedd Plan and the Council's day-to-day work.

• To acknowledge that the Council's existing work already makes a substantial contribution towards achieving the objectives of the Charter, and that there is an opportunity to strengthen these contributions in accordance with the Council Plan priorities.

• To note the opportunity to share the learning from the cross-referencing process, as well as examples of noteworthy practice, with other partners across the region as a part of the Council's commitment to the Well-being, Prevention and Anchor Framework approved by the Regional Partnership Board on 8 May 2026.

To resubmit in order to receive a presentation from Professor Sally Holland.

To accept the report which is the fourth quarterly report from the Chair of the Response Plan Programme Board.

To authorise the Assistant Head of Housing and Property Department;

(a)   to lease the former Ysgol Cwm y Glo site directly to Menter Fachwen for nominal rent in accordance with the General Disposal Consent (Wales) 2003.

(b) subject to Menter Fachwen securing funding and planning permission for a multi-purpose community hub, to agree on the terms and conditions of the tenancy and complete the lease.

Subject to considering the content of the Report and the Appendices, as well as the results of the consultations and engagement, to decide on adopting a new Education Transport Policy that will be operational on 1 September 2027.

To delegate authority to the Cabinet Member for Education, in consultation with the Head of Education Department, to keep the Policy under review within the national statutory framework and make operational and editorial changes according to the need, subject to any matters that are subject to requiring consultation to be referred to the Cabinet.

To consider the Objection Report, the summary of the statutory objections received during the objection period, and the responses given to those objections, and having done that, finally confirm the proposal given through statutory notice to close Ysgol Nebo on 31 December 2026 and provide space for learners at Ysgol Llanllyfni from 1 January 2027 onwards, in accordance with Section 53 of the Schools Standards and Organisation Act (Wales) 2013 and the requirements of the School Organisation Code (011/2018).

To consider the Objection Report, the summary of the statutory objections received during the objection period, and the responses given to those objections, and having done that, finally confirm the proposal given through statutory notice to close Ysgol Baladeulyn on 31 December 2026 and provide space for learners at Ysgol Talysarn from 1 January 2027 onwards, in accordance with Section 53 of the Schools Standards and Organisation Act (Wales) 2013 and the requirements of the Welsh Government's School Organisation Code (011/2018).

To approve the report and offer any relevant comments or suggestions about the Council's performance in dealing with complaints in an appropriate and timely manner.

That the Cabinet approves the request for funding to fund the costs of maintaining posts and implementing projects within the Climate and Nature Emergency Plan:

Employment costs until March 2030 - £416,383

Project costs - £7,275,160

To agree to expand the Flying Start Grant Programme within the Children and Communities Grant, extending the full plan to a new area, namely the Pwllheli area, due to the reduction of eligible children in the current programme.
