To support Cyngor Gwynedd's response to the Visit Wales consultation on establishing a statutory licensing scheme in Wales for holiday accommodation.

To approve the decision to hold a public consultation on the draft Language Strategy.

To delegate responsibility to the Head of Corporate Support Department, in consultation with the Corporate Support Cabinet Member, to prepare and undertake the consultation process.

To approve the one-off bids of £2,119,300 for 2023/24, to be financed from the Transformation Fund.

To approve a capital bid to the value of £447,000 to be financed from capital funds.

·        To agree that Cyngor Gwynedd leads on a grant application and programme to develop innovative plans in the circular economy field of work.

·        To authorise the Head of Economy and Community Department and the Head of Finance Department to accept a Circular Economy grant offer from Welsh Government and establish appropriate arrangements to deliver the programme in Gwynedd.

·        To agree that partnership agreements can be put in place with all partners to outline operational details for the individual projects.

To approve the Strategic Business Case in Annex A.

To authorise the Head of Adults, Health and Wellbeing to submit the Strategic Outline Business Case to Welsh Government to seek £14.6million of Health and Social Care Integration and Rebalancing Capital Fund (IRCF) funding to create a public sector partnership development at the Penyberth, Penrhos site, in partnership with Betsi Cadwaladr University Health Board (BCUHB) and move forward to develop an Outline Business Case.

Agreed to adopt the North Wales Corporate Joint Committee pay policy statement for 2023/24.

Approval was received for the Corporate Joint Committee (CJC) delivery model for statutory functions.

To approve the initial staff structure set out in Appendix 2 of the report.

To delegate authority to the Interim CJC Chief Executive, in consultation with Cyngor Gwynedd Human Resources Service, and in accordance with the Corporate Joint Committee's Pay Policy Statement and in relation to the Planning and Transport posts:

·       Complete the necessary Job Descriptions and Personal Specification for the posts

·       Confirm the evaluated salary scale

·       Advertise and recruit the posts

To endorse a virement of the remained transport staffing budget equivalent to 1 x FTE Transport Officer approved in January to costs associated with the consultative requirements of the Regional Transport Planning process.

To agree for the Corporate Joint Committee to receive a future paper to recommend a preferred option for the delivery of an ‘Economic Wellbeing’ function, which will include the option for the transitioning of staff associated with the current Ambition North Wales Portfolio Office.

1.       That the Board approve the Outline Business Case for the Smart Local Energy project subject to Welsh and UK Governments’ approval of the assurance process undertaken, and the Portfolio Management Office addressing the matters set out in the report, as set out in Section 7 request that a Full Business Case is prepared for the Board to consider following the completion of the procurement process and the consenting process.

2.       That the Board delegate to the Portfolio Director, in consultation with the Chair and Vice Chair, final approval of the procurement specification and social value criteria prior to commencing procurement.

3.       That the Board note that the final funding arrangements for the project will be agreed at the Full Business Case stage and authorise the Portfolio Director in consultation with the Host Authority Section 151 Officer and Monitoring Officer to agree draft terms for approval by the Board.

1.       That the Board supports the extension of the arrangement to release the Portfolio Director’s time for two days per week until 30 September, 2023 on a part time secondment basis to undertake the Interim Chief Executive role.

2.       That all employment and associated costs are covered by the North Wales CJC.

To approve:-

1.    The 2023/24 Revenue Budget as presented in Appendix 1 to the report.

2.    Funding contributions to include the partner contributions, local authorities’ supplementary contributions and partner interest contributions.

3.    The Capital Budget for the Growth Deal as presented in Appendix 2.

Agreed to extend the part-time secondment period of Ambition North Wales’ Portfolio Director to the role of the North Wales Corporate Joint Committee Chief Executive until the end of September, 2023.

To nominate Councillor Paul Rowlinson to attend the Finance Department's performance challenge meetings, and contact all committee members to enquire about a representative to attend the performance challenge meetings of the Corporate Support Department in Councillor Paul Rowlinson's place.
